The European Bank for Reconstruction and Development has reported a record €2.4 billion of investments for Ukraine in 2024. This includes a €200 million financing package for Ukrhydroenergo to overcome the consequences of constant shelling and attacks by russia: a €100 million EBRD loan and a €100 million concessional loan from the Italian government.

Ukrhydroenergo and EBRD

As a reminder, on 17 February 2024, Ukrhydroenergo and the European Bank for Reconstruction and Development signed a loan agreement to finance the Emergency Rehabilitation of Hydropower Plants project. The package of documents also includes the Declaration of Accession between Ukrhydroenergo, the Government of the Italian Republic, Cassa Depositi e Prestiti S.p.A., the development bank acting as administrator on behalf of the Ministry of Economy and Finance of the Italian Republic, the Revolving Fund for Development Cooperation and the EBRD. A Guarantee Agreement was also signed between the Governments of Ukraine and the Italian Republic and the EBRD.

According to the agreement, the loan will be used to purchase critical equipment for the Dnipro and Seredniodniprovska hydroelectric power plants, as well as to provide emergency liquidity support to Ukrhydroenergo to ensure the company's sustainability.

In November 2024, at the ‘Italy Supports Made in Ukraine’ business forum in Rome, Italy confirmed its commitment, together with the EBRD, to provide €200 million to Ukrhydroenergo.

Ukrhydroenergo is grateful to the European Bank for Reconstruction and Development for its long-term cooperation and support since the beginning of the full-scale invasion, in particular in the restoration of generating capacities.  The company is grateful for the trust and the opportunity to implement plans to improve the efficiency of its hydroelectric power plants. This project will help us achieve our strategic goals of developing sustainable and efficient energy system in Ukraine.
